Globalisation and the digital economy, as well as the increasing significance of emerging economies and the proliferation of competition regimes, have increased the complexity of cross-border competition law enforcement cooperation. Several initiatives by international organisations (e.g. OECD Recommen-dation on International Co-operation on Competition Investigations and Proceedings, ICN-led Frame-work to Promote Fair and Effective Agency Process and UNCTAD Guiding Policies and Procedures un-der Section F of the UN Set on Competition) aim to explore the ways in which costs can be reduced, inconsistencies can be avoided and procedural fairness can be guaranteed in parallel proceedings.
